English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a latest survey of local authorities, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils seeking to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Fiscal Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase council taxes next April to address the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of regional authorities this week further found local finances being strained by the growing number of children and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the scale of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
